A study conducted by the UNICEF Office of Research-Innocenti reviewed the periodic reports submitted by 62 countries, as well as the guidance provided back to the counties by the Committee, to understand the impact of CRC implementation within these countries (Pais & Bissell, 2006). This study found that that the greatest advances had been made in incorporating the CRC into legal frameworks, establishing human rights institutions, and engaging civil society, whereas developing co-ordination mechanisms, comprehensive national plans, and budgetary allocations have been more challenging.

The Committee holds the primary responsibility, internationally, for monitoring and facilitating States Party implementation of the Convention.
